One of Russia's largest agricultural regions declares a state of emergency due to grain export disruption

The Krasnodar Krai declared a state of emergency due to a sharp drop in grain exports caused by Ukrainian drone attacks on Black Sea logistics. Local authorities said that port disruptions left part of the harvest on the domestic market.

'Massive attacks' on the logistics infrastructure have led to port shutdowns and interruptions in shipping in the Black Sea, the regional governor Veniamin Kondratyev said.

The export stoppage has prevented local producers from selling a significant portion of the harvest. As a result, there is a grain surplus on the domestic market.

Harvest and port consequences

This year the region harvested 11,4 million metric tons of grains and legumes, which is almost 2 million tons more than the figure in 2025.

The main problems affected the port city of Novorossiysk, a key point for exporting Russian grain, oil and oil products.

In the backdrop of the crisis, Russia is considering alternative routes for export and is conducting diplomatic contacts regarding proposals for safe transit through the Black Sea.

In July 2022, through the mediation of Turkey and the UN, the Black Sea Grain Initiative was concluded for the safe export of Ukrainian grain. But already the next year Russia exited the agreement due to complaints about hindrances to its own export of food and fertilizers.

As a reminder, Russian companies began massively repurposing terminals for mineral fertilizers and coal in Baltic and Arctic ports for processing grain cargoes after Ukrainian drone attacks on ships and port infrastructure seriously complicated transit via the Black Sea.
