State budget deficit-2027: 32,6 billion dollars still unfunded

Member of Parliament from Servant of the People and chair of the subcommittee on state budget expenditures Lesia Zaburanna reported that of the 52,6 billion dollars of total deficit in the state budget -2027 and the need for external borrowing, coverage has so far been confirmed for only 20 billion dollars. According to her, another 32,6 billion dollars do not have confirmed funding.

“Negotiations are being conducted today by the president and the government, and the parliament is trying, so to speak, to convince partners to help Ukraine for the 27-th year. Since the proposed draft budget provides for a deficit of 52,6 billion dollars. Of those, only 20 billion are confirmed loans and other forms of international assistance,” the MP said.

In particular, the lion’s share is the completion of the two-year European lending program.

According to Zaburanna, regarding the 32,6 billion dollars, there are currently no confirmations regarding coverage of this deficit.

Zaburanna said the IMF has already confirmed that Ukraine’s budget for the 2027 year complies with agreed requirements. This gives Kyiv the ability to continue negotiations with other international financial institutions and the European Union.

“In fact, if we look at the structure, we must remember that the International Monetary Fund does not provide large loans or grants in absolute terms. It is more like an indicator that if a country has a cooperation program with the IMF, its budget and its development correspond, so to speak, to international perception and overall vision,” Zaburanna said.

Thus, there is some approval, but Ukraine must look for the funds. Due to infrastructure destruction and escalation on the front line, the country’s need for additional budgetary resources is growing.

As Novyny.LIVE wrote, in 15 September the Cabinet of Ministers approved the draft state budget for the 2027 year. The priority remains the security and defense sector, which was allocated 4,885 trillion hryvnias.

Earlier, Member of Parliament Bohdan Kytsak reported that citizens’ financial obligations in Ukraine could increase, in particular due to tax payments. The state budget deficit already amounts to 1,7 trillion hryvnias, so the authorities need to find sources to cover it.
