The case about petroleum products: former MP will pay 1,1 billion UAH to the budget and the Armed Forces

The High Anti-Corruption Court approved a plea agreement with the former acting Head of the Presidential Administration in the case concerning the misappropriation of seized petroleum products. He must pay more than 1,1 billion UAH to the benefit of the budget and the Defense Forces.

As Dilo reports, the Specialized Anti-Corruption Prosecutor's Office announced the approval of the agreement.

The SAP did not name the defendant in the case, however, according to Interfax-Ukraine, it concerns former Member of Parliament Serhiy Pashynskyi.

What is known about the case

The case concerns events from March–June of 2014, when the convicted person used his official position to seize arrested petroleum products. At that time the state's losses amounted to over 817 million hryvnias, and the defendant was also accused of participating in a criminal organization.

According to the agreements, the accused fully admitted guilt under part 2 of art. 364 of the Criminal Code of Ukraine and part 1 of art. 255 of the Criminal Code of Ukraine, and also agreed to cooperate with the investigation.

Terms of the agreement and payments

According to the court's sentence, the former official undertook to fulfill the following conditions:

reimburse the state 600 million hryvnias of losses by means of staged transfers to the state budget over 2,5 years;

transfer to the Come Back Alive fund 400 million hryvnias or provide arms deliveries worth the same amount within 6 months;

transfer 100 million hryvnias to the account of the Sternenko Community fund for the purchase of weapons for the military within 30 days;

pay fines in the amount of 850 thousand hryvnias and 17 thousand hryvnias with disqualification from holding public office for 1 years.

Confiscation of property was not applied because the relevant article was introduced after the crime was committed.

If the convicted person fails to comply with the terms of the agreement, the Specialized Anti-Corruption Prosecutor's Office will apply to the HACC to request annulment of the sentence and consideration of the case in the ordinary procedure.

Recall that in February of 2024 a former MP, his business partner and four of their associates were notified of suspicion. They are suspected of illegally appropriating and selling 97 thousand tons of state-confiscated petroleum products that were supposed to be used for the needs of the army.
