Ukraine received plans for Russia’s winter attacks on energy infrastructure - Shmyhal described which cities are at risk

Ukrainian intelligence received two documents in which Russia detailed a strategy for winter attacks on the energy sector — listing targets, quantities, and types of weapons for each. Minister of Energy Denys Shmyhal said this on the telethon on 24 September, adding that the enemy has specific threatening plans for large cities, including Kyiv, Kharkiv, and Odesa. According to the minister, the documents are striking in their cold-bloodedness and thorough calculations.

According to the minister, the Ukrainian side received the materials last week, and they concern a full-fledged strategy of actions developed for the current winter campaign. Shmyhal shared his statement on the telethon.

"Last week we received from our intelligence services materials that they obtained from the Russian side — the strategy of action of Russian terrorists for this winter. It shocked our partners, as it did us, with its cynicism, this cold terrorist calculus of how to destroy our energy sector," Shmyhal said.

The minister said the enemy is preparing comprehensive strikes — from destroying heat and water supply to sewage, electricity generation, and interconnectors, both on the border with Europe and across the Dnipro.

"There are two large documents, written very coldly and very clearly. With tables, with the amount of weapons needed for each facility to destroy it. Types of weapons — from ballistic missiles to rockets and conventional drones. Everything is calculated, their taskings, as they call them, are laid out for each facility. We understand how they will act," Shmyhal noted.

The minister added that the enemy has separate plans regarding large cities — Kyiv, Kharkiv, Odesa and other cities with populations over a million.

How Ukraine is preparing for the enemy’s winter campaign

Shmyhal said that the country has already built more than 200 reinforced concrete structures — so-called "shelters" — over facilities that the Russians identified as priority targets. They are also installing pre-detonation screens and protective nets against FPV drones, and together with partners the country is stockpiling equipment for rapid repair of damage. At the same time, the minister acknowledged that it is impossible to fully protect the energy sector with a "concrete dome."

"Undoubtedly, air defenses today provide 90% protection. But with thousands of missiles and drones, even 10% — it hurts," Shmyhal emphasized.

Despite this, the minister expressed confidence that Ukraine will get through the coming winter with dignity, and in response to enemy attacks will continue its own strikes on Russian territory.

"Our deep strikes, if the enemy attacks us, will continue. Russia will feel pain. Undoubtedly, we are preparing for this winter very differently than we were for the last one. We say this winter will be a test, but we will certainly pass it," the minister of energy concluded.

Earlier, Informator reported that a tripartite meeting may have taken place in the U.S. with delegations from Ukraine, Russia, and envoys of Trump, the main topic of which was to be discussion of an energy ceasefire. According to media reports, Kyiv was to be represented by Head of the Office of the President Kyrylo Budanov and head of the Foreign Intelligence Service Rustem Umerov, and Russia by Putin’s special envoy Kirill Dmitriev.

We also wrote that later the Office of the President denied the information about a tripartite meeting, stating that the Ukrainian delegation was already returning from the U.S. and no negotiations with the Russians had taken place.
