Intelligence Obtained Plans for New Russian Attacks: Shmyhal Described Which Targets Are at Risk

Russia has separate scenarios for attacks on large cities and critical infrastructure.

Deputy Prime Minister and Minister of Energy Denys Shmyhal reported on the enemy's plans to attack energy facilities, sewage systems, water supply, generation, and to destroy interconnectors. According to him, Ukrainian intelligence obtained two documents outlining what and how Russia plans to attack.

"There are two large documents. With tables, with the amount of weapons required for each object to destroy it. We understand how they will act," Shmyhal said in an interview.

Shmyhal added that the enemy has separate plans for large cities — Kyiv, Kharkiv, Odesa, and half-million-city towns.

How the authorities are preparing for possible scenarios

Shmyhal said that to date two hundred concrete structures (so-called shields) have been erected above objects that the Russians identified as priorities. Protective screens and nets against FPV drones are also being installed. At the same time, Shmyhal noted that it is impossible to cover the entire area with a concrete dome. Therefore work continues with partners to replenish backup equipment for rapid restoration of energy in case of attacks. Over three years, partners have provided over 33 thousand tons of necessary energy equipment.

To the 'Energy Ramstein' have joined 40 countries. Only this year partners have provided 545 million dollars to the Energy Support Fund and a further 305 million euros are expected. In total, over three years 2,1 billion dollars have been attracted.

Shmyhal is convinced that this winter will be a test for Ukraine, and it must be passed.

"Our deep strikes, if the enemy attacks us, will continue. Russia will feel pain. Of course, we are preparing for this winter in a completely different way than we were for the last one. We say that this winter will be a test, but we will definitely pass it," summarized the minister.
