Shmyhal: Russia has developed detailed plans to attack Ukraine's energy sector this winter

Ukrainian security services intercepted two documents with a detailed strategy of Russian troops' actions against Ukraine's energy system for the upcoming winter. This was announced on air during a telethon by Energy Minister Denys Shmyhal, reported by Glavkom.

According to him, the found materials clearly outlined the targets, as well as the quantities and types of weapons needed to destroy them—from ballistic missiles to missiles and conventional drones.

The enemy is preparing comprehensive strikes on heat and water supply facilities, sewage systems, generation and interconnectors on the border with Europe and across the Dnieper, and for Kyiv, Kharkiv, Odesa and half‑million‑city towns separate plans have been developed.

Ukraine is already taking measures to counter these threats, constructing over 200 capital concrete shelters over priority facilities and, together with partners, procuring equipment for rapid repairs. Shmyhal stressed that it is impossible to fully protect all of the energy sector with a concrete dome, and although air defense provides 90% protection, even 10% of missiles may be able to penetrate during massed strikes. Nevertheless, Shmyhal expressed confidence that Ukraine will endure the winter with dignity.

As is known, President Volodymyr Zelensky stated that if Russia continues to attack Ukraine's energy system and heating facilities, Ukraine will respond.

According to the head of state, Ukrainians understand that the coming winter may be difficult, but Russia must also feel the consequences of continuing attacks. “Ukrainians understand that this winter may be very harsh for us, but in response we will have no choice but to make it painful for Russia as well,” Zelensky said.
