One Volkswagen Passat and Two Declarations: Kyiv tax officials declared a transaction for 380 thousand hryvnias

Officials of the Main Department of the State Tax Service in Kyiv, Andriy Kovalenko and Karina Kovalchuk, declared transactions involving the same Volkswagen Passat, 2015 year of manufacture. Both listed the sale and purchase of the car for 380 thousand hryvnias with the date 6 July 2024 year.

According to the declaration, on 28 March 2023 year Kovalenko purchased this car for 400 thousand hryvnias. About 15 months later he declared receiving 380 thousand hryvnias from Kovalchuk for the transfer of movable property.

Kovalchuk’s declaration for the same date indicates the purchase of the Volkswagen Passat, 2015 year, for 380 thousand hryvnias.

At the time of the transaction, both worked at the Main Department of the State Tax Service in Kyiv: Kovalenko headed the legal direction, and Kovalchuk worked in the legal support structure.

The match of the vehicle, dates, and amount draws attention and raises questions about the circumstances of the transaction. At the same time, the declarations themselves do not prove the existence of violations. To assess the operation, its actual conditions must be established and the relevant circumstances verified.
