Ukraine Will Prepare Crisis Scenarios for the Winter: Budanov Named Deadlines – Pidozra

Preparation will cover the period from November 2026 of the year to March 2027 of the year.

Kyrylo Budanov, head of the Office of the President, on behalf of the head of state, convened a meeting of the Coordination Platform for Humanitarian Response, at which the main challenges of the winter period were discussed. This is reported by Glavkom, citing the official Telegram channel of Kyrylo Budanov.

According to Budanov, the enemy systematically targets civilian infrastructure in large Ukrainian cities, and the goal of these strikes, in his opinion, is terrorism. Therefore, state bodies must be prepared for any development on the ground and in advance to determine clear action plans in case of crises in winter.

Participants in the meeting included the head of government, the secretary of the National Security and Defense Council, representatives of the Office of the President and other state bodies, as well as diplomats — representatives of donor countries.

The main task is to develop clear crisis scenarios and to agree on operational response plans for the period from November 2026 of the year to March 2027 of the year.

Who will be responsible for the preparation

Through the State Emergency Service of Ukraine, the government is preparing a basic scenario of possible threats taking into account their geography and scale. The armed forces and intelligence will, in turn, provide risk assessments.

Budanov stressed that available resources should be concentrated where people will be hardest hit. In his assessment, actions should be coordinated and synchronized by:

authorities at all levels;

specialized ministries and services;

the army;

international partners;

humanitarian organizations.

“We must keep the rear just as reliably as the Armed Forces hold the frontline,” Budanov wrote.

What is known about Ukraine’s winter preparations

Preparation for the heating season remains one of the key tasks of the state amid Russian strikes on energy infrastructure. Earlier, Glavkom reported that among the priorities for winter preparation 2026–2027 years were the protection of energy facilities, the development of distributed generation, and decentralization of heat supply.

Recall that Energy Minister Denys Shmyhal said Ukrainian security services intercepted two Russian documents with a detailed winter strikes strategy against the energy system. And according to Ukreenergo, the most critical situation could arise during prolonged frosts of up to 10 degrees below zero.
