In the Verkhovna Rada a bill No. 16167 has been registered, which provides for the creation of a permanent representation of the Ukrainian parliament at the European Parliament. The authors of the document are the Speaker of the Verkhovna Rada Ruslan Stefanchuk and his deputies Oleksandr Kornienko and Olena Kondratyuk. The document was registered on 19 October 2026 of the year. Its aim is to legally regulate the creation of the Verkhovna Rada representation at the European Parliament.

The bill provides that the Speaker of the Parliament will be able to adopt a decision on the creation of parliamentary representations at the EU institutions, international organizations and their parliamentary bodies. Such representations may operate within the system of Ukraine's diplomatic service.

In addition, the Speaker will approve the provisions on the representation, determine its structure and the maximum number of staff. Financing of the new representation will be carried out from funds already provided in the state budget for the activities of the Verkhovna Rada. As stated in the explanatory note, implementing the bill will not require additional expenditures from the state budget.

The bill authors justify the need to create the representation by deepening cooperation between Ukraine and the European Union and Ukraine’s participation in eurointegration processes.

Currently, the bill has been referred to the competent committee of the Verkhovna Rada on Rules, Parliamentary Ethics and Organization of the Work of the Parliament.

As a reminder, 17 September 2025 of the year, the President of the European Parliament Roberta Metsola, during her visit to Kyiv, opened the European Parliament’s permanent representation in Kyiv. She also stressed that Ukraine would not be left alone, and European partners would continue to support it, including during postwar recovery and reconstruction.
