Personnel purge at the Tax Service – Cabinet dismissed all deputy heads of the SST

The government adopted a decision to dismiss three deputy heads of the State Tax Service of Ukraine at once — Teodoziya Chernetska, Andriy Trotsko, and Serhiy Lyseiuk. All three officials were dismissed by mutual agreement, and a new deputy head of the agency was appointed to the vacated position. The corresponding orders were adopted by the government as separate documents.

According to government documents, Chernetska Teodoziya Yuriyivna was dismissed from the position of deputy head of the SST by mutual agreement; the same decision was made regarding Andriy Trotsko and Serhiy Lyseiuk, according to the Cabinet of Ministers website. In all three cases the reason for dismissal is indicated as clause 3 of part one of Article 83 of the Law of Ukraine "On Civil Service."

At the same time, by a separate order the Cabinet appointed a new deputy head of the agency — Vasheka Halyna Volodymyrivna. Thus, all previous deputies of the head of the SST left their positions, and the agency's leadership has been renewed.

Update of the personnel composition

Changes in the deputy composition of the SST are taking place against the backdrop of a broader overhaul of the service’s leadership. At the end of September the government appointed a new acting head of the Tax Service — Yuriy Koniushenko — assigning him temporary performance of the agency head’s duties. He was tasked with ensuring the coordinated operation of the SST and meeting budget revenue targets, as well as improving tax administration.

Earlier, Informator reported that the government appointed a new acting head of the Tax Service 25 September after the Cabinet 14 September terminated the powers of Lesia Karnaukh, who had led the service in the status of acting head since June 2025 of that year. We also wrote that the automated system for collecting tax debt is already operating for legal entities and allows agreed debts to be written off without a court decision — the mechanism was launched as part of the National Revenue Strategy.
