“A Luxury Porsche for the Governor’s Girlfriend”: How Yurii Holyk and Valentyn Reznichenko Divided Budget Billions

Businessman Yurii Holyk, who for a long time consulted on the “Great Construction” project, provided cars to defendants in criminal cases over embezzlement of funds in Dnipropetrovsk region.

It turned out that the head of the Dnipropetrovsk OVA Valentyn Reznichenko and his lover Yana Khlanta used property of Holyk’s company. The Dnipropetrovsk ODA paid 1,5 billion hryvnias to the firm Budinvest Engineering, which is half-owned by the governor’s girlfriend and by a manager of the Dubynskyi brothers, whom the FBI is currently searching for over financial fraud in the United States.

Holyk also flew abroad together with Khlanta and Reznichenko. Their joint trip to Munich on 5–6 October 2021 is known (it was at that time that a Ukrainian court ordered the AMCU to consider a complaint that Ukravtodor was protecting a road builders’ cartel, but the AMCU did nothing). Holyk flew separately with Reznichenko and separately with Khlanta. Yet on the same dates he was in Vienna with Pavlo Chukhno — the same manager of the Dubynskyi brothers who owns the other half of Budinvest Engineering.

The historical connection between Holyk and Reznichenko is more or less known. Reznichenko was one of the top managers of Borys Lozhkin’s Ukrainian Media Holding, and Holyk handled advertising for UMH in Luhansk region. When Lozhkin under Poroshenko headed the Presidential Administration, Reznichenko was first appointed head of Zaporizhzhia ODA and then of Dnipropetrovsk ODA. Holyk accompanied Reznichenko both times as an unpaid adviser who does not receive a salary from the state budget and is not required to file official income declarations. In 2019, Zelensky initially ousted Reznichenko, but Holyk managed to return to the decision-making center, became a consultant for “Great Construction,” and Reznichenko was returned to the Dnipropetrovsk ODA. Along with him returned to state flows Budinvest Engineering with its girlfriend as owner.

This trio’s relationship was reflected in financial aspects as well. With the help of sources in the tax service, police, and state registries, the following was established. In one of the obtained videos, Yana Khlanta is shown arriving at the underground parking of the Creative State of Dnipro business center. Until recently, one of the co-owners of that business center was the same Yurii Holyk. The office there is rented by the firm Sevent Consulting Group, which belongs to Reznichenko himself (last year the rent was at the level of 160 thousand hryvnias per month).

Sevent Consulting Group receives money from several firms for audit and legal services, including from PJSC Zaporizhzhia Quarry Management, where co-owner is Olena Chukhno. She is the wife of the co-owner of Budinvest Engineering, Pavlo Chukhno. Thus, the governor’s own firm Sevent Consulting Group in 2021 received 12 million hryvnias from a firm connected to Budinvest, to which the governor’s subordinates transferred almost 8 billion hryvnias.

It is visible that the governor’s girlfriend arrived in a luxury Porsche Panamera with license plate AE6054RN. And it turned out that Reznichenko himself also uses this car. The Boryspil patrol police last year fined Reznichenko twice for speeding near Kyiv, where he also owns real estate.

The Porsche Panamera itself belongs to the advertising agency Programmatic Media Group LLC. This is a real firm with an office in a business center on Stolychne Highway, which last year bought a number of expensive cars:

And the biggest advertising partner of that firm was Modern Media Technologies LLC, to which Programmatic contracted placements of some materials on the internet for 3 million hryvnias. The connection between these firms is evidenced by the fact that in 2017–2018 years the founder of both firms was one Volodymyr Stepanovych Pakholiuk. Then Programmatic’s owners and directors began to change frequently (those involved include Hryhoriev, Bachkov, Bolsheshapova, Litovchenko). Modern Media Technologies acquired a real beneficiary — Yurii Holyk. The same consultant of “Great Construction,” co-owner of a number of firms, including Creative Country.

Creative Country until recently was half-owned by Ilya Kenigshtain and Yurii Holyk. It developed a number of office buildings in Ukraine. As already mentioned, Valentyn Reznichenko rents an office in Creative State of Dnipro. And in the Kyiv coworking space Creative State Arsenal in November 2021, Volodymyr Zelensky at a press conference spoke about the successful success of “Great Construction.”
