“The Curator Not Under Suspicion”: How Yurii Holyk Dropped Out of NABU’s Case About 1,5 Billion for Reznychenko’s Fitness Trainer

In 2022, in the midst of the full-scale war, the Dnipropetrovsk Regional State Administration paid contractors 2,31 billion UAH, of which 1,5 billion went to a single company, Budinvest Engineering.

Its co-owners were named as Yana Khlanta, a fitness trainer and partner of the head of the regional administration, Reznychenko, and Pavlo Chukhno, a manager for the Dubynskyi brothers, who are wanted by the FBI.

According to NABU and the SAP, the capital repairs were formalized as “operational maintenance” to secure priority wartime funding and avoid expertise and technical supervision. Expert reviews showed material costs were inflated by more than 392 million UAH; part of the funds went to firms connected to the defendants.

In August this year the SAP sent an indictment to court regarding four people — Reznychenko, his deputy, the head of the road department, and the head of the contractor.

Holyk, a long-time advisor and partner of Reznychenko, who was subject to NABU searches in December 2022 and in June 2023, is not in the indictment.

Formally he is a witness.

During the preventive measure stage prosecutors pointed out Holyk’s connections to Reznychenko to the court. Media showed that Holyk attended key meetings at the Office of the President and was connected not only to the head of the Dnipropetrovsk Regional Military Administration, Valentyn Reznychenko, but also to his girlfriend, Dnipro fitness trainer Yana Khlanta, who is registered as the owner of half of the private company Budinvest Engineering.

They traveled together on joint flights abroad from 2019 to 2022 over the years; Holyk, Reznychenko, and Khlanta left Ukraine together.

The question for NABU and the SAP is simple: have the materials about his role been separated into a separate proceeding, and what stage is that at?
