A Dnipro company moves into a granite deposit near Korosten: the special permit was awarded with a discount and almost no bidding

The granite reserves should be sufficient for 22 years.

31.10.2023 The State Service of Geology and Subsoil of Ukraine conducted a repeat auction in the AT “Prozorro.Sales” electronic system to sell a special permit to extract granite from the Pivnichno-Pleshchivske deposit (Zhytomyr region).

Because this was a repeat auction announced after no participants registered for the first auction, the starting price was reduced by 50% compared to the first auction.

The auction 31.10.2023 started from 5 826 719,36 UAH (-50% of 11 653 438,72 UAH). There were two participants; they did not raise their price offers made before the start of the bidding. The auction began and ended with the following bids:

LLC “LP” (EDRPOU code 45338967) – 5 826 719,36 UAH.

LLC “Lux Granite” (45028314) – 6 026 720 UAH (winner).

If the winner does not pay the promised amount – they will lose more than 11,6 million UAH of the guarantee deposit.

The State Commission on Mineral Reserves of Ukraine (protocol dated 13.09.2012 No. 2727) approved the balance reserves of fresh and weathered granite of the Pivnichno-Pleshchivske deposit, suitable for producing crushed stone of grades 1000–1400 by strength and F-50 – F-200 by frost resistance according to DSTU B V.2.7-75-98 “Dense natural crushed stone and gravel for construction materials, products, structures and works. Technical specifications” and for producing rubble stone of grades 1000–1400 by strength and F-50 by frost resistance according to DSTU B V.2.7-241:2010 “Rubble stone. Technical specifications,” in quantities (thousand cubic meters), by category: A – 3 144, B – 1 745, C1 – 5 639; A+B+C1 – 10 528 (class under code 111)

According to the expected technical and economic indicators of the industrial development of the Pivnichno-Pleshchivske deposit, the term of supply of the enterprise with granite reserves at a quarry capacity of 469,3 thousand cubic meters of rock mass is 22,4 years (source).

The nearest crushed-stone sites to the auctioned subsoil plot are the following:

Ignatpil (Rudnyanske) deposit of gabbro, gabbro-anorthosite, granite – developed by JD Co. “Ignatpil Quarry” of Yuriy Bizhan;

Bekhivske granite deposit – developed by PJSC “Bekhiv Specialized Quarry” of Vitaliy Volynets;

Bekhivske granodiorite deposit – developed by LLC “Bekhiv Granite Quarry” of Maksym Shkil;

Bekhivske-2 granite and granodiorite deposit – developed by the state JSC “Ukrzaliznytsia.”

As we wrote earlier, it was LLC “Lux Granite” that initiated listing the special permit for the Pivnichno-Pleshchivske granite deposit on the State Geonadra electronic auction.

In addition to the Pivnichno-Pleshchivske deposit, 31.10.2023 the State Geonadra planned to auction two more subsoil plots: Khyzha (mineral underground waters, Zakarpattia region) and Viktorivska (amber, Zhytomyr region). No participants registered for those auctions; the lots will be offered for sale later.
