The Cabinet of Ministers of Ukraine has approved the procedure for conducting aeromedical evacuation of patients by the aircraft of the State Emergency Service of Ukraine.
This concerns transporting people in need of urgent specialized assistance, including abroad, as well as transporting donor organs.
This was announced by the Ministry of Health of Ukraine.
According to Health Minister Viktor Liashko, aeromedical evacuation should significantly shorten the time of transporting patients. For example, the road from Kharkiv or Vinnytsia to the evacuation hub in Rzeszów currently can take at least 12 hours, whereas this route by plane can be covered in 2–3 hours.
“The resumption of aeromedical evacuation will win the most valuable thing in the fight for the lives of patients in serious condition — time. It concerns a substantial reduction in the duration of transporting people,” Liashko said.
According to him, DSNS aircraft will be able to cross the state border and deliver patients directly to the evacuation hub. This, in particular, should speed up the evacuation of Ukrainians who were injured as a result of the war and are receiving treatment in European countries within the Medevac Ukraine program.
Aeromedical evacuation will be used if ground transport between medical facilities is too long, complex, or may pose a risk to the patient’s health. This concerns both transfers between Ukrainian hospitals and transporting people for treatment abroad.
Separately, the government defined the conditions for transporting donor organs intended for transplantation.
DSNS aircraft will be able to deploy if ground transportation:
of a donor heart lasts more than 2 hours;
of a donor liver or lungs — more than 5 hours.
Airplanes will also be able to transport medical teams that harvest anatomical materials for transplantation and the necessary medical equipment. The procedure defines who can initiate aeromedical evacuation, how decisions about its conduct will be made, how routes will be agreed, and how the patient’s medical support will be organized.
