The Cabinet of Ministers of Ukraine has updated the rules for forming the list of products with a confirmed degree of localization in public procurement. At the same time, the government unblocked the possibility of adding goods to this list and tightened the requirements for confirming the Ukrainian component in products.
This was reported by Dilo on
the basis of a statement from the Ministry of Economy and Environment of Ukraine.
The new procedure provides for a change in the approach to calculating
cost price. Now the share of the local component will be determined in the production,
not the total, cost of the product.
In addition, the manufacturer must confirm the performance of at least
four technological operations from the specified list.
What documents manufacturers must submit
Another new requirement is an expanded turnover balance sheet
for the last 12 months, which should help track the movement of raw materials and
components.
The document must list all materials and
components included in the calculation, as well as five components with the highest
specific weight without indicating their cost. Primary
accounting documents must be attached to them.
The Ministry of Economy notes that the new rules should help
more accurately identify Ukrainian manufacturers and distinguish them from
suppliers who pass off imported goods as Ukrainian.
“Public procurement is an opportunity to provide Ukrainian
manufacturers with orders and stimulate investment in production. Our task
is to create clear rules for confirming the Ukrainian component in goods that are
purchased with budget funds,” said Deputy Minister of Economy and
Environment of Ukraine Vitalii Kindrativ.
A separate commission will be created for complaints
To consider complaints about the submission of false data and other
localization issues, the government will create a permanently operating commission.
Its membership will include representatives of the Ministry of Economy, the SE
Prozorro and public associations.
Goods can be submitted to the list starting from 4 November, when
the resolution came into force. Manufacturers whose products are already included in the register
have 30 days to resubmit them under the new rules.
Localization in public procurement is one of the instruments of the
“Made in Ukraine” policy and is intended to stimulate the development of production,
investment in the real sector, and an increase in non-commodity exports.
Recall that in July 2025 the government
expanded the list of goods with mandatory localization in public procurement by another
25 types of products. Before that, the localization requirement applied to 103
commodity items.
In addition, in July 2026 the Verkhovna Rada approved in full draft law No.11520 "On Public Procurement," which expands localization requirements to the procurement of civilian goods for the needs of the Defense Forces.
