Shostak Ruslan Stanislavovych
Businessman, owner of EVA and VARUS
Official in the Ministry of Health
A Ukrainian civil servant and specialist in medical supply, master of international economics (graduate of Vadym Hetman Kyiv National Economic University and the University of Warsaw). He began his career in the healthcare system as a procurement specialist, and in 2019 he was appointed deputy general director of the state enterprise "Medical Procurement of Ukraine" (MPU). Subsequently, he led the SE "Professional Procurement", returned to MPU as general director, and from October 2024 to January 2026 served as Deputy Minister of Health of Ukraine, coordinating financial-economic and pharmaceutical sectors. In February 2026, Minister Viktor Liashko officially introduced Edem Adamanov as the new director of the State Expert Center of the Ministry of Health of Ukraine (SEC).
Activity after resignation from office
His resignation from the position of deputy minister at the beginning of 2026 occurred solely at his own request to transition to a leadership role at SEC. In the media space, his public activity is primarily accompanied by professional interviews and discussions around optimizing the pharmaceutical market, enhancing transparency in drug procurement, as well as preparing for the large-scale launch of the Ukrainian Pharmaceutical Agency (UPA). His asset declarations are quite modest for an official of his rank (including declared use of an apartment and his parents' car), which has been repeatedly emphasized by the press in the context of adherence to anti-corruption standards.
