People's Deputy from "Servant of the People" representing the Ministry of Internal Affairs University — father-advisor to Avakov, brother-head of the State Service of Ukraine on Food Safety and Consumer Protection

Oleksandr Bakumov is one of the most active People's Deputies of the IX convocation from "Servant of the People" in terms of the number of bills, but at the same time a typical representative of the "power" Kharkiv family. Candidate of legal sciences, associate professor, since 2016 has taught at the Kharkiv University of Internal Affairs, since 2018 — vice-rector of the same university. In 2019, elected People's Deputy from constituency No. 173 (Kharkiv) from "Servant of the People." Chairman of the Subcommittee on Criminal Legislation and Crime Prevention of the Committee on Law Enforcement Activities.

Father Serhii Naumov served in the State Automobile Inspectorate (DAI) for 20 years and was an advisor to the Minister of Internal Affairs Avakov. Brother Denys until February 2022 headed the Ministry of Internal Affairs Service Center in Kharkiv region and is the head of the Main Department of the State Service of Ukraine on Food Safety and Consumer Protection in Kharkiv region. People's Deputy in the Law Enforcement Committee, father-advisor to Avakov, brother leading a regional regulator — three links of a single family network in Kharkiv’s power and oversight structures.

22 million declared assets and over 5 million in cash

The candidate's declaration records total assets of 22,619,846 UAH. The National Agency on Corruption Prevention notes cash over 5 million UAH and financial obligations to individuals — not banks, insurance or leasing companies. Three vehicles jointly owned with his wife: Mercedes-Benz GLE 250D, Porsche Macan, and Toyota Land Cruiser 150. The wife owns 100% of the law firm "Royal Lex" and 50% of LLC "Slobozhanskyi Alliance" valued at 2.5 million UAH. Later purchased an apartment in Kyiv for 2.4 million UAH and a 2019 BMW 330. In 2023, declared an apartment in France where the ex-wife lives with the children.
