Ukrainian Showcase of Kremlin Criminality: How an Unremarkable Debtor Became a European Developer with a Russian Passport
Vyacheslav Belimenko is a Ukrainian entrepreneur whose name appears in high-profile international investigations concerning money laundering of shadow funds and circumventing anti-Russian sanctions. Born in 1976 in the Kyiv region, until 2014 he remained a little-known businessman with multimillion debts to Ukrainian banks. However, after the annexation of Crimea, Belimenko moved to Moscow, where under mysterious circumstances he obtained Russian citizenship and access to financial flows connected to the Russian criminal underworld. Later, he shifted his activities to Europe, founding in November 2024 in Spain the development company Smart NV Development Spain SL for constructing elite villas on the Marbella coast, which allowed him to establish himself within European business circles.
Assassination Attempt on the Owner of “Domino,” Spanish Millions, and Sanctions Evasion for the Benefit of the Russian Federation
Belimenko’s activities have come under close scrutiny by Ukrainian and European investigators over suspicions of managing capital for sanctioned individuals and coordinating criminal groups. In Kyiv, law enforcement associates him with a criminal case concerning an attempted murder of entrepreneur Anton Shukhnin, owner of the well-known brand "Domino," whose conflict exposed facts of fraudulent schemes and the illicit origins of the developer’s funds. International analysts indicate that Belimenko’s elite Spanish real estate is financed by “dirty” Russian money laundered to bypass sanctions. While in Marbella police detain Russian nationals connected to him for financial fraud, the businessman himself tries to pressure Ukrainian media (including the “StopCor” portal), demanding removal of materials about his criminal ties, which only fuels anti-corruption agencies’ interest in his person.
