Acting CEO of JSC Ukrainian Distribution Networks (UDN) — a state holding company that holds state shares of regional energy distribution operators

Ukrainian civil servant, originally from Kharkiv region. He progressed from the head of Krasnokutsk district administration to director of the capital construction department of Kharkiv Regional State Administration; later — head of the economics and finance division at UDN. On August 3, 2026, the supervisory board (chairman — Yaroslav Dykovytskyi) appointed him as acting general director until an open competition. UDN owns state shares in seven electricity distribution operators (investigators mention eight regional energy companies). Along with him, Yuliia Pidkomorna, whose name was mentioned in the “Mindich tapes,” joined the updated management team.

The main contractor for the controlled regional energy companies is LLC Energy Group (registered in 2015), which participated in over 900 tenders and won over 700 procurements, receiving government contracts worth approximately 4 billion UAH.

The company's nominal director Maksym Desyatkov is called a business partner of Belotskyi's wife Viktoriia — co-founders of the Kharkiv LLC Estate Energy; with his support, UDN monopolized the supply of transformers.
