Member of Ukrposhta Supervisory Board under suspicion by NABU
Nataliya Bernatska (Sevostyanova) has been a member of the Supervisory Board of JSC "Ukrposhta" since March 2023. Previously, she was the First Deputy Minister of Justice of Ukraine (2015–2018), a government commissioner for cases at the European Court of Human Rights, and secretary of the Central Election Commission. The Cabinet of Ministers appointed her to the Ukrposhta Supervisory Board despite her being accused of corruption as a former official of the Ministry of Justice.
"Golden Mandarin" and 54 million from the state budget
According to NABU and SAP, since 2013 Bernatska corresponded with former MP Logvynskyi regarding the execution of a corruption scheme. As a Ministry of Justice official, she facilitated the company "Golden Mandarin Oil," owned by Logvynskyi, to receive early payments under a European Court of Human Rights decision. In February 2016, Bernatska signed payment orders on the basis of which the Ministry of Justice transferred UAH 54,179,613 to the account of "Golden Mandarin Oil" — the state effectively paid a debt between two private companies.
Suspicion, bail — and seat on the supervisory board
In January 2020, NABU notified Bernatska of suspicion under Part 5 of Article 191 (misappropriation of property by abuse of office) and Part 3 of Article 209 (money laundering) of the Criminal Code of Ukraine. The High Anti-Corruption Court chose bail of UAH 7 million as a preventive measure, which she paid. The Specialized Anti-Corruption Prosecutor's Office completed the investigation and the case was handed over to the court. Despite this, just three years after receiving the suspicion, she joined the supervisory board of a state company.
