Together with his longtime business partner Kostyantyn Tkach, Besedovskyi built a large-scale financial and technological monopoly in the field of utility payments. Through the "HERTS" system (City Unified Settlement Center), billions of hryvnias in payments by the population for housing and communal services pass annually, and the company itself provides processing and accounting of client transactions, including servicing payments of national giants such as "Naftogaz."

Suspicions and Accusations

In August 2026, Besedovskyi's and his partner's business structures came under the scrutiny of law enforcement agencies. The Economic Security Bureau (BEB), together with the Office of the Prosecutor General, conducted large-scale searches at the Odesa office of the "HERTS" group of companies. The firm and its management are officially suspected of organizing a large-scale scheme of deliberate tax evasion and illegal withdrawal of funds into the shadow sector through intermediary financial instruments. Investigative journalists often refer to the company's activities as a "private filter on utilities," which collected unreasonably high commissions from payments of ordinary citizens.
