Deputy of Uzhhorod City Council and director of a municipal enterprise involved in trading waste from the city landfill

Deputy of the Uzhhorod City Council of the 7th and 8th convocations — initially from the "Our Land" party (majoritarian), later from the "Your City Party." Resident of the village of Rozivka, Uzhhorod district. Held the position of director of the municipal enterprise "KATP-072801," which services the Uzhhorod solid household waste landfill. Thus, the people's representative simultaneously managed the city landfill and decided who and under what conditions was allowed to operate there. 

Two criminal proceedings within a year, arrest, and up to 6 years imprisonment

In March 2025, Borysenko received the first suspicion — for official negligence that led to the pollution of land plots in the Baranyna community. In April 2026, law enforcement announced a second suspicion: for kickbacks, he allowed two entrepreneurs to extract secondary raw materials from the solid household waste landfill — thus organizing an underground business on municipal land. On April 29, 2026, the Uzhhorod City District Court chose detention as a preventive measure for him. The official is charged with abuse of official position causing serious consequences (Part 2, Article 364 of the Criminal Code), which carries a penalty of up to 6 years imprisonment.
