Founder of the Global Spirits alcoholic holding («Khortytsia», «Morosha», «Pervak»), suspected of financing the armed aggression of the Russian Federation

On December 29, 2023, the Security Service of Ukraine (SBU) notified Chernyak and six top managers of his companies of suspicion under part 2 of article 28, article 111-2 of the Criminal Code of Ukraine — complicity to the state-aggressor, committed by prior conspiracy of a group of persons. It was established that throughout 2022, Chernyak’s subordinate enterprises transferred about 6 billion hryvnias to the Russian budget solely in the form of taxes and fees. In addition, it was documented that Chernyak’s enterprises in four countries of Central Asia and the South Caucasus purchased industrial volumes of alcohol from Russia. During searches of the holding’s offices, physical evidence of illegal activities benefiting the aggressor country was found.

In February 2024, First Deputy Prosecutor General Oleksiy Khomenko suddenly took Chernyak’s case away from the Kyiv SBU department and transferred it to the investigative department of the SBU in Zaporizhzhia region. Media referred to Khomenko as a person from the orbit of the Deputy Head of the Presidential Office, Oleh Tatarov. On April 9, 2025 — three days before Chernyak’s birthday — he and his son were finally removed from the wanted list.
