IT investor and lawyer at KAN Development — new owner of Slots City

Pavlo Chyklychchi is an entrepreneur from Odesa region who became the current 100% beneficiary of the Slots City casino after Finkelstein's exit. He began his career as a lawyer. For about 12 years, he worked at the development company KAN Development — from lawyer to head of the legal department and later deputy general director. He has been investing in the agricultural sector and tech projects for over 10 years.

Two casinos, one family

In September 2024, Chyklychchi replaced Yakov Finkelstein as the beneficiary of LLC "Gamedev" (Slots City) — meanwhile, "Gamedev" ended 2024 with losses of UAH 793 million on revenues of UAH 6.98 billion. Simultaneously, Chyklychchi is the 100% beneficiary of LLC "All City Games" — a new company that obtained a license on November 4, 2025, and operates under the brand Slot City. Thus, he simultaneously controls both the "old" Slots City ("Gamedev") and the new Slot City ("All City Games") — two separate legal entities under similar brands.

Father — agribusinessman and former deputy of Odesa Regional Council

Pavlo is the son of agribusinessman and former deputy of the Odesa Regional Council, Heorhiy Chyklychchi. He is registered in Kamchyk village, Bilhorod-Dnistrovskyi district, Odesa region — the paternal base in the region, where his father has both business and former political ties.
