Three-term MP wanted internationally for two corruption cases

Honored Transport Worker of Ukraine (2008). MP of the VII, VIII, and IX convocations — from UDAR, BPP, and the "For the Future" group; during the VIII convocation, he chaired the Committee on Transport Issues. Journalistic investigations revealed that companies linked to Dubnevych and his brother Bohdan consistently won tenders for supplying parts to Ukrzaliznytsia — in 2016 alone, the state company purchased goods from them worth 1 billion UAH. After being charged in 2019, he transferred control of the LLC "Agro-industrial enterprise 'Lvivske'" to his son Yuriy — the SAP prosecutor regarded this as obstruction of a criminal proceeding.

Two NABU investigations totaling over 2 billion UAH, flight to Romania, and international wanted notice

The investigation established that Dubnevych, together with eight other individuals, organized a scheme under which the Ukrzaliznytsia branch "Production Support Center" from December 2015 to March 2017 procured switch products at significantly inflated prices; NABU estimates the damages at 93.28 million UAH. In October 2019, the Parliament lifted his immunity, the MP was arrested, but immediately released on bail of 90 million UAH. In February 2022, the indictment was submitted to the High Anti-Corruption Court (HACC). Concurrently, a second case involves that from 2013 to 2017, Dubnevych-controlled combined heat and power plants (companies "Enerhiya – Novyi Rozdil", "Enerhiya – Novoyavorivsk", "Enerhiya") illegally received over 300 million cubic meters of preferential gas, causing damages to Naftogaz of 2.1 billion UAH; the MP is charged under Part 3 of Article 27, Part 5 of Article 191, and Part 3 of Article 209 of the Criminal Code. On October 8, 2023, Dubnevych left Ukraine for Romania; on November 2, HACC declared him internationally wanted. His closest relatives relocated to Argentina, and his daughter purchased an apartment in Dubai for 1.2 million USD.
