Dubovyk Victor Victorovych

Chief Legal Officer of the Presidential Office, perpetual candidate for the State Bureau of Investigations (SBI) and ARMA with a raiding trail

Lawyer (born 1989, village Urichchia, Belarus; completed school in Mariupol), partner at the law firm VOLKH in 2017–2020. In 2020–2024, head of the Office for Counteracting Raiding of the Ministry of Justice; since May 2024, General Director of the Directorate for Legal Policy Issues at the Presidential Office. According to media reports, in 2026 he lobbies for personnel appointments in the reorganized Ministry of Justice, including for notary Kozaieva.

SBI case and the $100,000 “bill”

According to the Center for Journalistic Investigations, Dubovyk was involved in an SBI case regarding bribes in the Ministry of Justice: testimony was given by lawyer Tsymanovska, whose client, an agrarian entrepreneur, received a "bill" of over $100,000 for the "correct decision" of the Anti-Raiding Board — a body serving Dubovyk’s office. The outlet "Our Money" wrote that, together with Deputy Minister Onishchuk, he monopolized the Ministry's registration processes; he "spontaneously" left the Ministry of Justice in April 2024.

Odesa basement and failed competitions

Journalists found during his time as a lawyer an episode involving illegal takeover of premises in Odesa through forged documents in favor of the law firm where he was a partner. He failed the competition for head of SBI (2025), filing lawsuits against the commission; in the ARMA (State Asset Recovery and Management Agency) competition (2026), he was the sole finalist but the commission did not recommend him—international members lacked votes. Media also mentioned family ties with the Russian Federation.
