ProStor manager in the Budget Committee and owner of a hidden British company
Denys Herman is a typical representative of the "managerial draft" of the "Servant of the People" party in 2019: a person without a pronounced political past, with a corporate background and a mandate obtained in the wave of the Zelensky phenomenon. Born on September 8, 1981, in Dnipro. Until 2017, he served as CEO of the ProStor store chain; prior to that, he worked at UBC Group, Avito Corporation, and Global Logic Solutions. He is director of LLC "Herman Consulting" and LLC "Style D." In 2019, he was elected as People's Deputy for electoral district №35 (Nikopol, Pokrov) from "Servant of the People." In the Parliament, he became a member of the Budget Committee and head of the subcommittee on IT and innovation in the budget process.
In 2020, the Anti-Corruption Action Center reported that Herman did not disclose in his candidate declaration a British company of which he was the beneficial owner — a firm with million-dollar turnovers. Herman called this manipulation and stated that the company does not belong to him. The issue remains open.
Trukhin, developers, and the destruction of NABU
In February 2022, Bihus.Info reported that Herman is controlled by People's Deputy Trukhin, not the official head of the Budget Committee. At the end of 2022, he voted for urban planning reform №5655 in the interests of developers. On July 22, 2025, he supported bill №12414 on subordination of NABU and SAP to the Prosecutor General — effectively abolishing the independence of anti-corruption agencies.
