Deputy of the Luhansk City Council from the Party of Regions. Founder of LLC "Intershyna" (2004) and "Intershyna UA" — wholesale tire sales. People's Deputy of the IX convocation from "Servant of the People" (No. 109 on the list); Deputy Chairman of the Committee on Human Rights, Deoccupation, and Reintegration of Temporarily Occupied Territories. Under Yanukovych, became a dealer of the "Rosava" plant of Zhevago, effectively imposing prices and sales schemes on the plant. After 2014, Intershyna tires reached the occupied territories; documents published two months before the full-scale invasion indicated direct cooperation of the Horbenko group of companies with the "Lugashyna" structure controlled by the LPR.

Three criminal proceedings have been initiated against Horbenko: Ukrposhta's tire tender with prices inflated by 15–20%; suspicion of state treason by the Security Service of Ukraine — the company took a bank loan and did not repay it through manipulations; occupational safety violation at "Intershyna UA" (a loader suffered shrapnel fractures of both legs). Law enforcement conducted searches at Horbenko's home in a Kyiv suburb over two days. In November 2020, the court held him liable for a conflict of interest: immediately after being elected deputy, he used his parliamentary status to request the Prosecutor General regarding the case of his own company "Intershyna UA".
