Former Governor of Kyiv Region appointed by Poroshenko
Oleksandr Gorgan is a legal expert and athlete from Kalush who built his career riding the wave of the Petro Poroshenko Bloc (BPP). Until 2008, he bore the surname Lyalka. Notably, Gorgan's wife—Iryna Serhiivna Lyalka—simultaneously served as an assistant to one of the BPP members of parliament.
From Anti-Maidan to Governor under Poroshenko
In 2004, Gorgan was associated with organizing the Anti-Maidan. However, since 2005, he served as a deputy of the Vyshhorod City Council from the "Pora" party and later reoriented towards the BPP. On March 31, 2015, he was appointed head of the Vyshhorod District State Administration—where, according to media reports, he was "deeply involved in land corruption." On October 11, 2016, the competitive commission of the senior civil service selected him as head of Kyiv Regional State Administration, and on October 28, Poroshenko signed the appointment.
Public confession of intimacy with deputy from the stage
In 2018, during Vyshhorod City Day celebrations, Gorgan publicly declared to residents from the stage: "I worked as head of the Vyshhorod District State Administration for a year and a half, and for the last six months I had a young and very beautiful deputy. Had I not been transferred to Kyiv, this would have ended in intimacy and marital infidelity." Many Ukrainians and regional politicians publicly condemned this speech. On October 30, 2018, Gorgan resigned from the governor's position "of his own accord"—opponents are convinced the real reason was not only the scandal but also criticism from the Presidential Administration over strengthening the influence of "Batkivshchyna" in the region.
