Hrabets Ihor Nestorovych

Deputy Head of the Kyiv Regional Prosecutor's Office, who somehow afforded Bukovel apartments and an estate near Kyiv on a prosecutor's salary

On paper — an exemplary representative of the system. Ihor Nestorovych Hrabets is listed among the authorized representatives of the Kyiv Regional Prosecutor’s Office; he files declarations as a "prosecutor, investigator, inquirer" — that is, a position with a high level of corruption risks. In reality, he is the main figure in an investigation by hromadske under the telling headline about a "dollar millionaire" hiding behind his family’s pension certificates.

The perfect family enterprise

His wife is Svitlana Hrabets, a judge of the Commercial Court of Kyiv Region. His father-in-law is Yurii Demin, who during Yanukovych's presidency held the post of Deputy Prosecutor General under Viktor Pshonka. Prosecutor, judge, and former Deputy Prosecutor General under one roof: a miniature rule of law state.

And here Bukovel begins. According to the hromadske investigation (October 2025), during the major war, the Hrabets family acquired property with a market value of over one million dollars — apartments in elite Bukovel hotels and an estate near Kyiv. In September 2023, Ihor Hrabets himself declared an investment in the Bukovel complex Mountain Residence — apartments with an area of almost 63 m², and his retired father-in-law Demin at the same time "joined in" and bought an apartment in the neighboring Glacier Premium Apartments (about 61 m²). The market value of the two properties is approximately $550,000 (over 20 million UAH), purchased significantly below market value, and the source of the rest of the money remains a mystery. For dessert — an estate near Kyiv (the same 286-square-meter house in Riviera Zoloche, registered to the father-in-law), which the prosecutor and judge have been using since December 2019.
