Former Minister of Sports and Olympic Champion in Rowing

Olympic champion in rowing (Sydney 2000). Director of the Department of Youth and Sports of the Kyiv City State Administration under Klitschko — a position, according to journalists, obtained thanks to connections with deputy from the "Party of Regions" and OPZZH Vadym Stolar. From March 2020 to July 2025 — Minister of Youth and Sports of Ukraine. In the spring of 2020, wrestler Bohdan Hrytsai accused Hutsait of raiding: according to him, in May 2018, Hutsait with hired toughs attempted to seize the Olympic College named after Piddubny; a corresponding video was published online. Official investigation found no violations.

Competition for "own people," subordinate suspicion and $5 million for the Olympics without results

During Hutsait's tenure as director at the Kyiv City State Administration, the competition for the post of director of the Kyiv Youth Center was held with violations. Director of the Kyiv Youth Center Hanna Kutsenko was charged with embezzlement of budget funds; the court suspended her and placed her under house arrest — this fact was denied during Hutsait's time. As Minister of Sports, he supervised preparation for the Paris 2024 Olympics: Ukraine won 3 gold medals with a budget of about $5 million — a modest result compared to previous Games. No official criminal proceedings or suspicions against Hutsait personally have been recorded.
