Director of the State Enterprise with Own Amber Factory
Anatolii Kapustyuk became head of the municipal enterprise "Volynpryrodresurs" — the operator of amber mining in Volyn — in 2021. At the time of his appointment, he remained the founder of three personal enterprises, including "Amber-invest" and "FSB-Okhorona," and also owned an amber factory and an amber enrichment plant in the same Manevychi district. The National Agency on Corruption Prevention (NACP) recognized this as a violation of anti-corruption legislation.
5 Million Hryvnias "Gift" from Owner of Contracting Company
In Kapustyuk's 2020 declaration — a non-cash gift valued at 5 million hryvnias from Ihor Khomin, owner of LLC "Nadrovydoobuvannya." That same company had a cooperation contract with "Volynpryrodresurs" and rented Kapustyuk's property for its own profit — not the enterprise's. The conflict of interest is literally documented.
14 Million in Cash, Two Mercedes, and Two Apartments in Kyiv
With an annual salary as director of the municipal enterprise of over 113 thousand hryvnias, Kapustyuk declared: more than 14 million hryvnias in cash (5 million UAH, 280 thousand USD, 60 thousand EUR), two Mercedes-Benz cars, two apartments in Kyiv, and 3 hectares of land in Manevychi district. Also — income from renting his own property to the enterprise he manages.
NACP Recorded — Volyn Regional Council Remained Silent
The NACP sent a directive to the Volyn Regional Council demanding an internal investigation and consideration of Kapustyuk's responsibility. The Council responded slowly. The official accused of conflict of interest, with a personal factory in the same business and million-hryvnia "gift" from a partner, continued to manage the enterprise. Amber is mined, the budget is replenished — while the director counts cash.
