Defined by the State Property Fund of Ukraine as a business partner and trusted person of Vyacheslav Boguslaev in the Russian aircraft manufacturing market. Former general director of Borysfen-Avia; connected with Russian entities Volga-Dnepr and the company ZHEKON.
Sanctions and confiscation
Included in the National Security and Defense Council (NSDC) sanctions list (by Zelensky decree) as an official involved in supporting the Russian defense industry complex. On January 22, 2024, the Ministry of Justice filed a lawsuit with the High Anti-Corruption Court requesting sanctions under paragraph 1(1) of Article 4 of the Law "On Sanctions" against Boguslaev and Kononenko as persons connected by permanent business ties. The High Anti-Corruption Court satisfied the lawsuit: shares in ZHEKON, property rights to trademarks and patents, firearms, and other assets were seized in favor of the state and transferred to the management of the State Property Fund. His patron Boguslaev is under investigation on suspicion of collaborationism and aiding the aggressor state. In August 2026, RBC-Ukraine reported that Kononenko allegedly attempts to involve Uzbekneftegaz in creating a shadow “Motor Sich” in Uzbekistan — to supply Russia with aviation technologies circumventing sanctions.
