Stanislav Anatoliyovych Kosinov — Doctor of Juridical Science, People's Deputy of the IV convocation (2002–2006), Acting First Deputy Head of the State Audit Service (2016–2018), Head of the Northeastern Office of the State Audit Service.

Kosinov is married to Oksana Tatsiy — daughter of Vasyl Tatsiy, the long-time rector of the Yaroslav Mudryi National Law Academy. Kosinov himself studied, defended his candidate thesis, and built his initial career at this same university.

Housing Cooperative "Troyan" and Land Scheme

Kosinov and his wife Oksana Tatsiy are co-founders of the housing cooperative "Troyan" together with Kharkiv City Council deputy Ihor Arikh and former Kharkiv prosecutor Yevhen Popovych. All the cooperative founders have adjoining land plots. The cooperative is registered at the same address as Arikh's enterprises. An investigation by "Nashi Hroshi" showed a typical scheme: the cooperative serves as a cover for coordinated land appropriation through connected persons with access to authorities and the prosecutor's office.

17 Pages of Real Estate and Unknown Income of the Wife

The property list in the declaration spans 17 pages. It includes two "garden houses" measuring 745 and 458 sq. m, four apartments, numerous land plots in Cherkaska Lozova, Peresichne, and Mala Danylivka. The family stores over 2 million UAH in cash. Meanwhile, the wife received in 2016 from "some legal entity" 3.685 million UAH, and in 2015 — 2.610 million UAH, but did not inform her husband who exactly the source was. The Acting Head of the State Audit Service did not find out for two years which company supports his family.
