NAPC: criminalized false declaration, cryptocurrency value understated by 7,527 times

Following a full audit of declarations for 2019 and 2020, the National Agency on Corruption Prevention (NAPC) established that Kucher provided false information about Bitcoin valued at 13.1 million UAH, failed to confirm its existence, and did not provide a public wallet address; according to the State Tax Service, the combined income of Kucher and his family from 2001 to 2020 was less than 1 million UAH. NAPC filed a protocol under Part 2 of Article 366-2 of the Criminal Code of Ukraine and issued a directive to the Cabinet of Ministers concerning disciplinary liability. In December 2025, the publication "190" found that Kucher understated the value of his bitcoins by 7,527 times; his wife and three children rent an apartment in Austria — the terms and duration of their stay abroad are not disclosed in the declaration.
