Deputy of the Odesa City Council from Trukhanov

Andriy Kyslovskyi is a four-time deputy of the Odesa City Council: initially representing the Communist Party, then representing Hennadiy Trukhanov's "Trust the Deeds". Officially, the official declares only the "Nemo" dolphinarium, but in reality, he manages a network of about fifteen dolphinariums, hotels, and spas in Ukraine, Russia, Kazakhstan, Belarus, and Thailand — the assets are registered to his mother, Raisa Kyslovska, who owns 16 companies. His partner is Mykhailo Kuchuk, former deputy mayor of Odesa.

Dolphinariums in Crimea — and taxes to the occupiers

After the annexation of Crimea, Kyslovskyi re-registered all Crimean enterprises under Russian law — the dolphinariums, hotels, and spas reopened. Thus, the deputy pays taxes to the budget of the aggressor country.

SBU, transgender, and suspicion of treason

On April 1, 2022, the Security Service of Ukraine (SBU) conducted a check at the "Nemo" hotel: Kyslovskyi was found in a room without clothes with a Russian transgender woman. The deputy was suspected of contacts with an enemy agent, but the case did not receive a public continuation.

Fake "service" and the Armed Forces of Ukraine called it "trading patriotism"

After the scandal, Kyslovskyi put on military uniform with insignia of the Armed Forces of Ukraine (AFU) and announced his return to the army ranks. The Operational Command "South" officially denied this: the official "has no connection either to the AFU or to the Territorial Defense Forces." The AFU called his actions "trading patriotism" and "a total disgrace." During the check of his service location, the official was accused of unauthorized absence from the unit — an offense punishable by up to 5 years in prison.

During a session of the Odesa City Council, Kyslovskyi publicly stated: "In order to steal something, you need to have something first. I started from the end. So let's take something first. Especially if they even pay us money for it."
