Unfinished buildings in Kharkiv and Kyiv, 53 million in taxes — and a construction empire in Dubai
Yegor Maslenikov is the founder of the Kharkiv group "Stroy City Development," which built residential complexes in Kharkiv, Kyiv, and Lviv. From February to September 2020, the company sold real estate for almost 300 million UAH, but the head did not report these incomes in the financial statements. The funds were transferred to accounts of fictitious companies. From 2019 to 2023, a scheme of tax evasion was organized through fictitious transactions totaling over 296 million UAH. In April 2026, the prosecutor's office notified Maslenikov in absentia about suspicion — non-payment of 53.3 million UAH to the budget.
Escape to the UAE, Russian connections, and a Rolls-Royce bought with defrauded investors' money
None of the promised "Stroy City" projects were completed on time. Thousands of investors were left without apartments. After the start of the full-scale invasion, Maslenikov left for Dubai. There he founded the company Object1, which currently implements 15 projects. His business partner Tatyana Tonu is connected with persons conducting business in Russia. The Dubai company became a sponsor of the Nottingham Forest football club, whose owner Evangelos Marinakis publicly called to allow Russia to keep the occupied Ukrainian territories. Maslenikov transferred assets in Ukraine to his wife, his wife's sister, and other persons.
