Oleg Leonidovich Mishchenko (born August 24, 1981, Kyiv) is an entrepreneur, investor, chairman of the board of "Kyivpasservice" (which manages the Central Bus Station of the capital and 24 bus stations in Kyiv and the region), and owner of "Ukrpas" — an online bus ticket sales service.

Mishchenko is a partner of the "king of cash-out" Vyacheslav Strelkovsky, with whom he has been engaged in cash-out schemes through the Globalmoney payment system and a series of companies in Ukraine and other countries for years. Together with the notorious raider Vladyslav Dreger, Mishchenko aims to become a monopolist in the passenger transport market through raider takeovers of associations of bus stations — to accumulate flows of illicit cash.

Bought Judges and Money Laundering through Charity of the Deputy Minister

The scheme involves commercial court judges from Dnipro and Zaporizhzhia, including Oleksiy Yuldashev, who allegedly has been on Dreger's payroll for several years. According to sources, Mishchenko assists Deputy Minister of Community Development Serhiy Derkach in laundering grant European funds through charitable organizations of his common-law wife Hanna Fedorenko — a connection that requires attention from the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP). Derkach himself helps Mishchenko to "seize" bus stations in Kyiv region and near Kyiv Central Railway Station from the state.

Publicly, Mishchenko positions himself as an initiator of the digitalization of bus stations, which allegedly can replenish the budget by over 1 billion UAH per year and bring 60% of the bus transport market out of the shadows.
