Career police officer (since 1973), Deputy Minister of Internal Affairs, multiple-term Member of Parliament, head of Luhansk Regional State Administration (2014–2015) and Zakarpattia Regional State Administration (2015–2019). Dismissed by Zelensky in June 2019.

Crimea involvement and connections with "Seylem"

Gained recognition for combating Crimean banditry from 1997 to 2000 as the head of police of the peninsula. At the same time, according to media reports (Skelet-info), he was seen in Simferopol restaurants in the company of the authorities of the "Seylem" group and businesswoman Bartenieva, on whom the gang's companies were allegedly registered. These publications had no official consequences.

"Berkut" lawyer and wife's wealth

After retirement, he defended in court as a lawyer the former head of Kyiv's "Berkut" — despite being a witness in the case regarding the dispersal of Maidan on February 18, 2014. The media also wrote about the disproportionate wealth of his wife and questions regarding a passport in the mother's surname (father — Haifullin). After February 24, 2022, he practically disappeared from the public eye. Died on March 17, 2024.
