Basov Dmytro Mykolayovych
Former Prosecutor of the General Prosecutor's Office, Top Manager of Energoatom
"Rocket" - the shadow "overseer" of Energoatom
Ihor Myroniuk is a former assistant to the pro-Russian MP Andriy Derkach, a former Deputy Head of the State Property Fund during Yanukovych's era, and, according to the investigation, a lawyer and informal advisor to the former Minister of Energy Herman Halushchenko. From 2010 to 2014, Myroniuk served as Deputy Head of the State Property Fund, and after the Revolution of Dignity, he was forced to resign — his name appeared on the lustration council lists under the Ministry of Justice.
"Rocket" and 15% kickbacks from Energoatom contracts
According to NABU, Myroniuk organized a scheme to receive 10–15% of each Energoatom contract amount as a bribe. Essentially, a strategic enterprise with an annual revenue of over 200 billion UAH was controlled by an outsider without any formal authority — acting as a "shadow manager." About 100 million dollars passed through a back office in downtown Kyiv, located in the premises belonging to the family of current Russian Federation Senator Andriy Derkach.
Connections with Derkach and the "Derkach man" Halushchenko
In NABU tapes, one of the figures referred to Halushchenko as "Derkach's man." According to the investigation, Myroniuk and Halushchenko have long been associates of Derkach — now a Russian Federation senator accused in Ukraine of treason. Myroniuk graduated from the same Kharkiv Higher Military Command-Engineering School of Missile Troops as Derkach in 1989. The High Anti-Corruption Court (HACC) imposed a preventive measure on Myroniuk — detention or bail set at 136.6 million UAH. He denies the charges, stating he was only Halushchenko's lawyer and had no relation to Energoatom.
