Mustafa-Masi Nayyem was born in 1981 in Kabul. An ethnic Pashtun, his father—Muhammad Nayyem—was Deputy Minister of Education of Afghanistan in 1976. In 1991, he moved with his family to Kyiv. A former investigative journalist for Ukrainska Pravda, a Member of Parliament of the Verkhovna Rada from 2014 to 2019 representing the BPP, Deputy Minister of Infrastructure (2021–2023), and the first head of the State Agency for Restoration and Infrastructure Development (2023–2024). No criminal cases have been opened against him.
Drunk driving during curfew and resignation
In 2025, it became known that Nayyem was fined 17,000 hryvnias and had his driver’s license revoked for a year due to drunk driving during curfew in Kyiv. The incident occurred in 2024 when he was still serving as the head of the Restoration Agency.
On June 10, 2024, Nayyem submitted his resignation after Prime Minister Shmyhal personally rejected his participation in the reconstruction conference in Berlin without explanation. The government claimed that Nayyem tried to avoid reporting on the protection of critical infrastructure.
Attempted bribe from “Servant of the People”
The National Anti-Corruption Bureau of Ukraine (NABU) reported that a People's Deputy from “Servant of the People,” Andriy Odarchenko, attempted to bribe Nayyem to gain assistance in obtaining funds for the repair of a university of which he himself was rector. Nayyem cooperated with the investigation to expose the deputy.
