Cyber police officer who covered up drug trafficking — and became a millionaire

Ruslan Oleniuk is the former head of the Kyiv Cyber Police Department, senior inspector of the department combating crimes in the field of electronic commerce (2018-2021). He is considered the nephew of the late Ministry of Internal Affairs General Hennadiy Moskal. Early in his career in 2011, he was "exposed" covering drug trafficking: he fulfilled a request from the head of Kyiv criminal police and a later dismissed deputy prosecutor — to "negotiate" with colleagues to release a detainee. Despite this, in 2016 Oleniuk was appointed head of Kyiv Cyber Police.

Manager of Russian business in Ukraine

After leaving the service, Oleniuk became the de facto manager of Ukrainian assets of Maksym Krippa — owner of the Russian online casinos Vulkan, GGBet, Evoplay, and a media holding. Officially, he is not listed in any of Krippa's structures but participates in most processes of managing his gambling and media business.

Declaration is empty — property worth millions

The notarial registry records that the British offshore ALAYNA INVESTMENTS LTD granted Oleniuk a mortgage of 54 thousand UAH for a 5-room apartment of 243 sq.m in the elite Riviera Riverside residential complex valued at up to 1.5 million USD. On his common-law wives are registered a Porsche Cayenne, Range Rover Velar, Mercedes-Benz S 560, Porsche Panamera. None of these assets are reflected in his declarations. He lives in the elite cottage town "Yasniy Khutir" near Kyiv — rent starting from $1500 per month. Official income — 20,000 UAH.
