The ex-Party of Regions member and former deputy head of Ukrgasbank, Omelianenko, organized a scheme to siphon budget funds through shell companies totaling over 160 million UAH. After his arrest, his bail was initially reduced by 30 times, then he was released without paying anything—no bracelet, no confiscated passport. Journalists believe he was freed thanks to the patronage of clergy from the Moscow Patriarchate.

Lobbyist for the UOC-MP and curator of Putin's visit

Omelianenko was the chief lobbyist for allocating Kyiv land to the Moscow Patriarchate between 2006 and 2013. In 2013, he was an organizer of the celebrations of the 1025th anniversary of the Baptism of Rus, attended by Putin. The company "Transhaus," associated with Omelianenko, claims communal plots in Obolon through dubious notarial actions. The firm "Serenity Properties," registered to his wife Oksana, purchased the "Impulse" factory in 2025—now in ruins—for 92.3 million UAH, gaining priority to lease an additional 0.79 hectares in the center of Kyiv. The state is selling him ruins.

Volunteering as reputation laundering

After a long silence, Omelianenko suddenly appeared in news feeds as a volunteer for the Charitable Foundation "Nadiya," linked to the deputy Dubil. Paid materials about "patriotism"—amid unresolved criminal cases, new land seizures, and fanaticism towards "Russian Orthodoxy." The scheme is simple: while the system does not punish—you must manage to wash your reputation.
