SETAM has repeatedly appeared in journalistic investigations regarding manipulations with seized property auctions — artificial lowering of starting prices, "preferred" auction winners, and non-transparent listing conditions. The acting director with premium real estate and declared ties to Ukrtelecom operates exactly within a system where transparency is excluded by design.
