People's Deputy from "Servant of the People" with a granite quarry

Founder and owner of LLC "Sofiya-Granite" (Sofiivsky granite quarry), People's Deputy of the IX convocation from "Servant of the People" in the single-member district No.130 in Mykolaiv region. Member of the Committee on Transport and Infrastructure — and chair of the Subcommittee on Motor Transport since March 2025. "Envelopes" from $2,000 to $20,000 per vote

On December 29, 2025, the National Anti-Corruption Bureau of Ukraine (NABU) and the Special Anti-Corruption Prosecutor's Office (SAP) announced suspicion against Negulevskyi in a case involving an organized criminal group of deputies who accepted illegal benefits for voting. According to the investigation, the group coordinated which projects to support — for which they received from $2,000 to $20,000 per vote. Since August 2025, the minimum rate increased to $5,000. Bail was set at 30 million hryvnias. Negulevskyi paid 2.9 million himself, the rest was covered by lawyers and private businesses, including a company that previously paid bail for the scandalous head of the Odesa Territorial Center of Recruitment, Borysov. After release on bail, he continued attending parliamentary sessions.

800-square-meter estate two weeks before the suspicion — undeclared rent

Two weeks before receiving suspicion, Negulevskyi moved into a 798 sq. m. estate in the closed cottage settlement Kozyn with waterfront access — featuring a billiard room, gym, SPA zone, swimming pool, and jacuzzi. The market rental price is $5,000 per month (over 200,000 hryvnias). The deputy claims he received a discount — but did not specify the amount. The 2025 declaration does not include rental expenses, although the property is listed. He also purchased a boat in April 2026.

$250,000 in cash with a salary of 70,000 UAH and NABU’s destruction

In the declaration: $250,000 and 44,000 euros in cash with an official salary of 70,000 UAH per month. Annual income — 807,000 UAH. Only 3,367 hryvnias on bank accounts. On July 22, 2025 — five months before suspicion — he voted for law No. 12414, which subordinated NABU and SAP to the Prosecutor General’s Office, eliminating their independence. The person receiving "envelopes" for voting was destroying the agency that was pursuing him.
