Ukrainian businessman, developer, and former lawyer

Prylypko is the owner and de facto manager of the elite cottage town "Vitagrad" near the village of Khodosivka in the Kyiv region. For a long time, he presented himself as a legal expert and founder of a law firm; however, in March 2026, the Qualification and Disciplinary Commission of the Bar revoked his license to practice law due to unethical behavior and conflicts with residents of his own residential complex. Prylypko became widely known through a series of high-profile investigations by StopCor journalists and numerous lawsuits surrounding illegal construction in the suburban areas of Kyiv.

Scandals and a trail of criminal cases

The businessman is involved in over a dozen criminal proceedings and is officially suspected of unauthorized land seizure (Article 197-1 of the Criminal Code of Ukraine). The Economic Security Bureau (ESB) and police are investigating his activities for tax evasion exceeding 100 million UAH, illegal large-scale sand extraction and dredging during construction, as well as destruction of protected areas. Additionally, in July 2026, law enforcement opened a case regarding possible forgery of higher education diplomas after it was discovered that Prylypko enrolled in university using a forged secondary school certificate. Residents of "Vitagrad" also accuse the developer of blackmail, artificially blocking access to private houses through illegal checkpoints, and extorting money for "resolving" legal issues.
