Lviv Customs official Yuriy Pshenychny became involved in a scandal over assets and vehicles that do not match his official income. An investigation by Absolution Leaks recorded assets difficult to explain with a civil servant’s salary. Customs is traditionally a “golden place” in Ukraine: not because of salary, but because of what passes through it.
Lviv Customs controls a key transit point between Ukraine and the EU. In the context of full-scale war, it is also a flow of humanitarian aid, military equipment, and imports. Whoever controls the processing controls the flows. And where there are flows, there are opportunities that are not reflected in declarations.
The Absolution Leaks platform systematically reveals civil servants’ assets incompatible with official incomes. Pshenychny is one of a series of customs officers who have come under investigation. The agency’s response has been slow or absent. NACP is analyzing. While checks continue, officials continue to hold their positions.
The discrepancy between declared assets and reality is a classic sign of illicit enrichment. For a customs officer, this is particularly striking: a person whose job is to detect undeclared assets at the border turns out to be involved in a scandal about undeclared property at home. Irony is not the worst feature of this system.
