Billion Converter and "Startup Founder" with a Machine Gun in a Rolls-Royce

Yevhen Pulya is a Kyiv entrepreneur, director and founder of more than a dozen companies, including LLC "FC VAP-Capital" and the payment system MOSST Payments. In the public space, he presents himself as an "innovator" in the fields of quantum medicine, genetic engineering, and waste sorting. In reality, however, he is involved in dozens of criminal proceedings according to the judicial registry: his structures are accused of money laundering from ORDLO, fraud, and tax evasion — only for "VAP-Capital," cash income amounting to UAH 175 million was not accounted for during 2015–2017. By the most conservative estimates, at least UAH 6 billion has bypassed the budget through Pulya's structures.

Criminal Proceedings, License Ban, and a Machine Gun from Avakov

In 2025, a criminal proceeding No. 12025260000000554 was opened under Part 1 of Art. 366 of the Criminal Code — MOSST Payments and "VAP-Capital" companies are involved in schemes with the formation of fictitious tax credit, tax evasion, and fund conversion. The National Commission for Financial Services Regulation refused to issue a license to "VAP-Capital" back in 2017. Despite all these circumstances, Pulya drives around Kyiv in two Rolls-Royces, and his security guard shows off a machine gun — gifted, according to media reports, personally by Arsen Avakov.
