A banker from Odesa (born 1978), graduate of Odesa National Economic University, interned in Genoa. From 2006 to 2014 — at UniCredit Bank (CFO, board member), led bank mergers; chaired the banking committee of the American Chamber of Commerce, served on the council of KSE. In 2014–2016 — acting Deputy Governor of the National Bank of Ukraine (under Gontareva), responsible for reform and transformation of the banking system. Since 2017 — Deputy Executive Director from Ukraine at the IMF; was once mentioned among possible candidates for Prime Minister.

Technocrat Attacked by Dubinsky

No pro-Russian ties, criminal proceedings or suspicions detected—on the contrary, a pro-Western technocrat. Criticism against him (alleged "cleansing" of NBU staff, interest in PrivatBank) was mostly spread by kompromat resources, including the U.S.-sanctioned site of Oleksandr Dubinsky; these claims have no confirmation.
