For a long period, she worked as deputy head, and from 2023 until March 2025 she served as acting head of the Main Department of the State Tax Service (STS) in Poltava region. Despite high-profile anti-corruption checks and court proceedings, in 2025 she was promoted to the central apparatus of the agency, assuming the position of deputy head of the department at the State Tax Service of Ukraine.

Millions in relatives’ assets and NACP investigation

In November 2023, the State Bureau of Investigation (SBI) and the National Agency on Corruption Prevention (NACP), following a lifestyle monitoring, found signs of acquiring unjustified assets worth over 6 million hryvnias by the official. Law enforcement established that during her leadership, elite property was hastily registered under close relatives of Ryabkova, whose legal sources of funds they could not confirm.

Civil confiscation by HACC and appeal

The Specialized Anti-Corruption Prosecutor’s Office (SAPO) filed a lawsuit, insisting that the relatives purchased the property on instruction and with illegal cash from the official herself. Ryabkova denied the accusations, claiming that her father and sister run a successful farming business, and her husband earned money through legal advocacy.

In July 2026, the High Anti-Corruption Court (HACC) partly satisfied SAPO’s claim and ruled to civilly confiscate a Kyiv apartment valued at 2.24 million UAH in favor of the state. At the same time, the court refused to confiscate vehicles belonging to her father and daughter, recognizing their own incomes and gifts as sufficient.
